2018 Washington Code Implementation Delay

Washington Association of Building Officials (WABO) wants to inform the membership that the State Building Code Council (SBCC) voted on January 8, 2021 to approve postponing the effective date of the 2018 Washington State Building Codes from February 1, 2021 to July 1, 2021 through use of emergency ruling.  The WABO Board held an emergency board meeting on Monday, January 11, 2021 to discuss the issue and felt action was necessary.  WABO has submitted a formal petition to Governor Inslee for the immediate repeal of the State Building Code Council’s emergency rule adopted on January 8, 2021 extending the 2018 code implementation date to July 1, 2021 as afforded in RCW 34.05.350.

The Governor has seven days after submission of the petition, to either deny the petition in writing, stating his reasons for the denial, or order the immediate repeal of the rule.  We hope to have an answer no later than January 19, 2021 but did request an expedited decision to mitigate concerns of uncertainty in the industry.

WABO is not alone in the petition to repeal and knows the following organization has filed a petition with the Governor:

  • Washington Association of Fire Marshals

We know this is not an ideal situation for jurisdictions across the state and will immediately notify the membership as soon as we have a response back from the Governor’s Office.
