2024 Washington State Elections & Fundraising Updates

Next year, the 2025 Legislature will likely look remarkably different due to several retirements and members seeking to change office. For the first time since 2012 there will be four statewide seats open (meaning an incumbent won’t seek reelection), for Governor, Attorney General, Commissioner of Public Lands, and Insurance Commissioner which has resulted in a political shuffle of lawmakers.

As a reminder, Washington is divided into 49 legislative districts, with one state Senator and two state Representatives elected in each district (49 Senators and 98 Representatives). In the House, Representatives are elected in even-numbered years to serve two-year terms. Senators are elected every four years with overlapping terms; therefore, half of the Senate is up for reelection every two years.

Also notable is that Washington state utilizes a "top two primary" which means the top two vote-getters, regardless of partisan affiliations, advance to the general election. It is possible for two candidates belonging to the same political party to win in a top-two primary and move to the general election.

Key dates

  • Candidate Filing Week: May 6-May 10, 2024
    • All candidates must register their campaign with state and local elections offices in order to be eligible to run for office in 2024. This date is important in defining the political landscape of each race.
  • Primary Election: August 6, 2024
    • The top two vote-getters move on to the general election, regardless of their party affiliation. This is particularly important in races where there are multiple candidates filed for the same race for example, Governor. Currently there are two high-profile Democrats, and two-high profile Republicans seeking this position (among others).
  • General Election: November 5, 2024
    • The top vote-getter will secure the position.

Redistricting Shakeup

Redistricting occurs every ten years after the completion of the U.S. Census and is the process of adjusting the boundary lines of each congressional and legislative district to ensure that an equal number of people are in each district. In Washington state, this is done by a five-member bipartisan Redistricting Commission. Four are appointed by the two major caucuses in the House and Senate and the fifth member is a non-partisan, non-voting Chair who is selected by the four appointed commissioners.

In decades past, Washington’s redistricting has been mostly non-controversial. However, the 2021 process was highly controversial, and resulted in a legal battle over the boundaries of the 15th Legislative District.

After several months of legal challenges and uncertainty, on Friday, March 15, 2024, a federal judge approved new boundaries for Washington's Yakima Valley (15th LD, now 14th LD) which resulted in changes in 13 legislative districts. Notably, 5 Eastern Washington legislators were redistricted out of their current districts. Below were the initial impacts:

    • 12th LD: Sen. Hawkins (R, 12th LD) – redistricted out
      • Sen. Hawkins 12th LD redistricted to 7th LD
    • 14th LD: Sen. King, Rep. Corry, Rep. Mosbrucker (R-14th LD) – redistricted out
      • Sen. King 14th LD redistricted to 15th LD
      • Rep. Corry 14th LD redistricted to 15th LD
      • Rep. Mosbrucker redistricted to 17th LD
    • 15th LD: Sen Torres (R – 15th LD) – redistricted out
      • Sen. Torres 15th LD redistricted to 16th LD

This resulted in two Senators in 7th, no Senator in the 12th, no Senator or Representatives in the 14th, two Senators and three Representatives in the 15th, and three Representatives in the 17th. The overlapping positions coupled with rotating election years created significant challenges with upcoming elections. The displaced lawmakers quickly needed to decide if they would move into the new boundaries, challenge incumbents, seek alternative office, or retire. Initiatives to the Legislature: Three to the Voters; Three Passed the Legislature

A major topic of the 2024 Legislative Session was how the legislature would address six high profile initiatives aimed at rolling back recent laws enacted by the legislature. Three were passed by the legislature, and three are headed for the ballot in November:

  • I-2109: If passed, it would repeal the state’s Capital Gains Tax
  • I-2117: If passed, it would repeals the state’s cap and invest program which was established in 2021 (Climate Commitment Act) and prohibits state agencies from imposing any type of carbon tax credit trading.
  • I-2124: If passed, it would allow individuals to opt out of the state’s Long-Term Care Program at any time.

Each of the initiatives has begun raising money for a “NO” campaign. Thus far, a “YES” campaign does not appear to have funding. The following is current as of state financial disclosure filings on 4/11/24.
