The WABO Washington State Energy Code - Plans Examiner Program (WSEC-PEP), is a voluntary registration program developed cooperatively by representatives from the association and around the state of Washington. The program was developed in recognition of the broad range of local municipal energy code enforcement capabilities, financial constraints and training needs. With the goal of providing additional resources to support jurisdictions and the building community in achieving compliance with those code(s).

WSEC-PEP is a certification program for which individuals meeting the requirements of the program, and successfully passing a written exam which does include energy code plan review competency, can become certified by WABO to perform Commercial and/or Residential Washington State Energy Code plan reviews.

WSEC-PEP creates a register of qualified plans examiners that Building Officials may permit to conduct the relevant energy code plan reviews of building permit applications with their jurisdictions, and that they may do so with the confidence that the individual reviewers are certified by WABO. This provides Building Departments with the ability to meet their enforcement obligations when these obligations exceed what is practical for both budget and the expertise of the respective Building Department.
